In process of developing and testing algorithms of digital image processing there is a need to assess image quality. It's known that the best way to assess image quality is an expert approach, but it requires a large amount of people and time. The effective solution of these problems is the development and utilization of mathematical algorithms. These algorithms should give results as close as possible to the experts' results. Algorithm SSIM is one of the most reliable and has the opportunity of further improvement of results' reliability. A computer experiment was settled to solve this prob¬lem. The experimental results showed a significant in¬crease of the reliability of quality assessments.

This paper presents a method to improve MPEG video translation in TCP/IP wide area networks. Op¬posite to many proprietary applications where video quality and transmission rate depends on available bandwidth we elaborated an approach based on prioritized packet forwarding for frames being most important for successful video stream decoding. Our implementation is based on the standardized «Dif-ferentiated services architecture" with well-known AF PHB policy. This allows our approach to be implemented on common network equipment provided by leading vendors.

The approach to the design of proactive informa¬tion services systems based on the system-oriented and process-oriented approaches application is ex¬amined. Comparison of these approaches is con¬ducted, and the method, that unites merits of these approaches, is presented. The tasks and methods of implementation stages of the procedure suggested are briefly described.

The article is dedicated to 40th Anniversary of Computational Mathematics and Cybernetics Fac¬ulty of the Lomonosov Moscow State University. The main directions and results of fundamental educa¬tional activities of the faculty are highlighted. The fac¬ulty departments' work in «Applied Mathematics and Computer Science» and «lnformation Technology» disciplines of higher education is considered.

The Scientific and Educational Center is re¬sponsible for realization of the program of theoreti¬cal, methodological and technological retraining of teachers in higher, secondary and primary schools in the area of information technology in professional activities. As a part of the implementation of priority activities the Centre is developing educational pro¬grams to improve the teaching staff using e-learning technologies.

Information technologies are the crucial part of innovative higher school establishment. While meet¬ing both training and research requirements and thus facilitating education process they contribute univer¬sity managerial procedures efficiency as well. An ap¬proach based on integrated unified information sys¬tem concept is suggested and analyzed.
