The analysis of problems in multilevel structure of the computer-mediated communicationsIn article it is offered to expand the definition of the computer-mediated communication, the main problems arising at interaction of subjects among themselves, users with the program and the user with the developer of software are enumerated and classed. Also here briefly described the results of research of computer games on a subject of the most often found disadvantages which are making them related with other types of software. Eleven disadvantages which descriptions (with insignificant specification) are inherent also in office and other applications are selected. Outputs are drawn on practical applicability of results of research. A number of important conclusions originated during this project which stated in the article. The formulation the simulation model requirements is a crucial point defining abstraction level and major steps of its development. Though the new paradigm gives great possibilities for constructive activity, such phenomena as falling level of literacy, lowering rele¬vance of search output and confidence to the elec¬tronic information are more and more noticeable as «Web 2.0» comes into power. According to the author, there are three possible scenarios of future events most negative of which, though quite Prebable, is definitive littering of the Internet. Outputs are supported by facts and results obtained through substantial theoretic researches and overviews. Any important event which is expected to induce a reaction of mass media can't occur without it. It is originating from the development of the print media and the expansion of information field. In that times the necessity of structured presentation of the information for mass media appeared. At present, with the development of new communication environ¬ment, Internet, the press-release have gotten new possibilities for expression and spreading. Today Skype, FaceBook, ICQ, RSS became the important part of this PR instrument. Even before the planning we should define whom we actually name «programmer »: what kind of work is he doing, how chooses vacancies, how defines his own profession? The «paradigm of the specialist» approach helps to answer these questions regardless of the specific technologies popular at present, employers and the historical period. The author of presented article pinpoint the fact that graphical representation must be developed for each different case, not just reused blindly. Graphics can be seen as an instrument and result of scientific research at the same time, thus the quality of the whole research is defined among else by quality of graphics. Author also offers an approach to development of a technique for statistical graphics assessment.

Application of qualitative data analysis methods for analytical research planning, specification of its goals and tasksIn this article considered the application of methods of qualitative data analysis for creation of a research conceptual framework, specification of research purposes, tasks and questions, which it has to answer. This approach is applicable for a wide range of researches, well proves to be in the conditions of indeterminacy, capable to help with communication of scientists and customers, to plan the purposes of further researches.

On dangers of hierarchical aggregation
In the Ministry of Emergency Situations, as well as in many other distributed state organizations, collecting
and the analyzing of data organized hierarchically. Lower level divisions collect actual data (immediate
measurements) about the number of emergencies, human casualties, road accidents etc, summarize
(aggregate) them on a regular basis and report higher in the chain of command. The recipients of
the information do the same. This process repeats until the resulting data appear in official documents.
Such an organization of data flows was realized long ago, when computers and means of communication
did not allow quick processing of big data. It was necessary to restrict volume of data received and
processed at each administrative level. In fact, elimination of the need to analyze all data coming from
all subordinate levels is the single advantage of this model. However, according to the authors, in the
21st century it makes sense to get rid of such model as its numerous shortcomings overwhelm its advantages.
The relevance of this article first of all is caused by the initiatives connected to «open data»
and «digitalization» of economy. In turn the originality of material consists in systematic listing of the
dangers connected to thoughtless aggregation of data and also in presentation of the appropriate general
scientific problem in application to specific areas of researches within activities of Emercom of Russia.

Multilevel data analysis using the example of data on research, development and other works performed in the interests of the Ministry of Emergencies of RussiaWith large amounts of data as well as methods and tools for their analysis become available in the public domain, data analysis is increasingly being used to solve problems in all areas of human activity. However, the prevalence and ease of use of tools for analysis has certain negative aspects: the attitude to the analytical problem as a trivial procedure, ignoring the important theoretical limitations of mathematical methods, and insuffi ntly thorough verification of assumptions about the data. In this regard, there is a legitimate need to return practical analysis to the theoretical framework, if possible, inscribing it in the concept of solving more voluminous and complex problems, in the methodology of scientific research in general. The article proposes modeling the data analysis process as a multi-level system of interconnected procedures and data manipulations that differ in complexity, requirements and assumptions. The aim of the work is to structure the process of data analysis, regardless of the specific task and software tool for its solution. Thus, the object of research is the process of data analysis within the framework of the analytical problem, and the subject is the generalized structure of this process. In addition, arguments are given that justify the usefulness and content of this model. Each highlighted level of analysis is illustrated by examples of practical problems that are solved on the basis of a specific set of data on completed scientific works, their contents, and the team of authors. The model can be practically useful when planning a scientific research, calculating its complexity, determining the composition of the creative team, developing curricula. Read more... |
