Analysis of the factors of increase of efficiency of the process of formation of competence of specialists in the field of information systems

In the conditions of informatization of all fields of activity the improvement of processes of life cycle of the automated systems defines functioning of any enterprise in general. In this regard the importance of the university graduates competence formation increases. Professional competences define the degree of IT specialists in information systems readiness to carry out different types of tasks. The requirements of employers were analysed according to which the model of future expert in the field of information systems is developed. The article is focused on the continuity principle that is realized though the chain «competence — subject — competence — subject». The complex of methods, forms and techniques is used for conducting classes and organizing extra class activities and studying. A certain competence formation of university students within an educational curricular is carried out through a number of disciplines and their close interrelation on the basis of continuity is assumed that is realized though curricular, in the principles of statements of design tasks, application-oriented tasks, including laboratory and course papers, educational and work practice, etc. Continuity principle in subjects curricular planning defines completeness of formation as one of significant factors of increase of efficiency both the process of formation of competences, and educational process in general. The materials of the research can be used for IT-specialists training at higher education institution.

Development of models to describe the subject of the enterprise in the field of social and economic systems

This article analyzes the ARIS methodology diagram of an example of diagrams: Cause-and-Effect Diagram, Value-added Chain Diagram, Communications diagram, Organizational Chart. Present new approaches to the development of diagrams, templates that allow analysts and designers to carry out an effective analysis of the subject area. Any study begins with an analysis of business processes and their compliance with business strategy as a whole. Of special importance is the presence of a common language perception of the current and final results of this work to make an informed management decision. The basis for the efficient management of the organization is a formalized description of its business processes, which is necessary for the analysis of «bottlenecks», the transfer of accumulated skills, standardization activities, audits, benchmarking. If business processes are not regulated, which means that work is being done on the basis of established rules and regulations, which are kept in the minds of employees. If such an arrangement is inevitable loss of various types of resources: financial, material, labor, time, and others. The company has an effective method of regulation is the most important factor in the success of any project.

Theoretical and methodological principles for development of new approaches to modeling enterprise architecture elements

Today, more and more managers and IT analysts are beginning to feel the need for an integrated description and planning for the development of their organization. Enterprise architecture management creates the basis for synchronization of all objects within the organization and, at the same time, launches a cycle of their continuous change for the purposes of business optimization, which increasingly determines the success of the operation of any enterprise as a whole. Within the framework of this article, the authors present brief results of a study on the development of new approaches (the result of improved previously developed authors’ approaches) in the construction of an enterprise architecture model that are examined on examples of web interface, datum and logic models enterprise infrastructure, including software and organization units. The material of this article can be used in the activities of IT professionals, system analysts, programmers, web designers, students of the areas of training «Business Informatics», «Applied Informatics».

Data quality assurance in state information systems

To improve the quality information support for state management, a lot of specially integrated information systems are being developed to the control of the Russian Federation specific departments and ministries. This systems purpose is complex automation of all levels activities of government and providing information interaction with each other and external objects. The research urgency is due to the complexity of state information systems performance, the increasing necessity in data reliability, the widening range of audits carried out to ensure control at all stages of the data flow. This is especially true of data coming from different sources that have an ambiguous degree of verification. Note that the developed system is constantly expanding, in the new services forms and mobile versions. This process is aimed at increasing level of data openness, their availability to the population and processes transparency for obtaining them. Conducting an analytical study of the use of various parameters for state information systems data quality assessment will allow us to identify proposals for data quality control. In this article, author presents the parameters to specify the data quality in Ishikawa diagram, and the aspects formalization of state information systems data quality assurance processes. Recommendations have been given for further usage by system analysts, IT specialists in the development of complex information systems.

Three substances of information: perception, essence, meaning

The article characterizes and interprets the concepts introduced in the theory of the information field A.Denisov and the discrete version of this theory, which name– the informational approach to the analysis of systems: sensual information (perception information, element base, data), logical information (essence or information potential) and their logical intersection, which in theory A.Denisov corresponds to the category of information complexity, content, meaning. It is shown how these concepts arose in the theory of the information field as a result of two laws of reflection — sensory and logical, as they are interpreted in a discrete version of the theory. It is considered how the reflection of objects or processes goes through several stages. During their passage, the term “information” is used all the time, but until a more specific name of the perceived and / or transformed essence corresponding to a particular decision–making process is found. Understanding this process makes the available measures of information possible to more accurately use, as well as the mating terms “data (J) – concepts (H) –knowledge (C)”. Such approach allows to determine the measures which can be entered for measurement of the selected stages of information transformation based on deterministic and probabilistic approaches, choosing them taking into account specific objectives and the conditions of application of the theory of A.Denisov.
