The information-technology platform of innovative e-commerce development of oil sectorDespite the declared Russia’s retreat from the resource model, the dynamics of oil prices continues
to define the development of the oil and all its associated sectors of the national economy. In this regard,
the importance of the development and use of effective tools of interaction of participants of the
technological chain of the enterprises of the oil sector, including at the stage of realization of oil and
oil products. This article discusses the use of electronic technology trading andpurchasing activities
creating conditions for equal access of producers to markets providing additional services on the organization
of calculations with the reduction of the chain of intermediaries. Presents conceptual aspects
of formation of information and communicative space of e-Commerce enterprises of the oil industry
on the basis of the kinds of market transactions based on electronic trading platforms. It is shown that
the use of electronic trading platforms provides additional benefits associated with the simplification
of the procedures for participation in tenders, tracking the status of the relations of the parties to the
transaction, risk reduction, depending on the control of prices by speculators. The authors have developed
a scheme of interaction of participants of electronic trading platforms at various stages of the
transaction of purchase and sale. The decisionof problems of management of internal business processes
in support of electronic trading platforms offered on the basis of Microsoft Dynamics NAV
and Directum. Management of data exchange in Microsoft Dynamics NAV and Directumis proposed
based on the use of XML. It is concluded that the use of electronic trading platforms in the oil sector
contributes to the formation and implementation of unified policy in the sphere of placement of orders,
and increases the efficiency of interaction of the oil companies with the external environment.

Logical-dynamic model of decision support on interbudgetary regulation
The article is devoted to creation of IT-based tools in economic-mathematical models of management
of the interbudgetary regulation in the structure region — municipality. The object of control is
a budgetary Fund of the municipality. The complexity of behavior occurs due to the presence of many
modes of operation of the control object caused by a change in the structure of revenues in municipal
budgets at the expense of use of means of budgetary regulation. In this case, financial assistance can
be replaced by deductions to local budgets from federal and regional taxes on the norms that are set at
the regional level. The existence of various modes of operation is due to a change in the list of taxes,
part of the proceeds from which are transferred to the municipality according to established standards,
which are taken for structural conditions. To formalize the formulation of the problem of managing
interbudgetary regulation, the article proposes the principle of coordinate-structural control, which allows
one to take into account the variations of discrete structural states. A conceptual model of management
of interbudgetary regulation in the form of a complex of interacting dynamic systems is proposed:
continuous and discrete. A continuous dynamic system realizes control in the continual region
of the finite-dimensional space of income and expenditure and is constructed in a class of simulation
models. To formalize the functioning of a discrete dynamical system, a model of a stochastic automaton
functioning in random environments has been developed. The article proposes the structure of a
stochastic automaton with selective tactics. Formal expressions are obtained for the final probabilities
of an automaton in each of its states. The automaton of the proposed structure has the property of expediency
of behavior and asymptotic optimality in the choice of the norms for the distribution of taxes
between the levels of the budget system. The article presents the results of the software implementation
of the simulation model. The use of model tools in practice will make it possible to increase the degree
of validity of decisions taken on interbudgetary regulation by means of their quantitative assessment.

The tendencies toward transformation in the economic development within industrial enterprises
in the area of information and communication are demonstrated on the basis of this analysis.
The specific features of the current state of industrial development in Russia are shown and the
role of institutions in enabling innovative activity by enterprises in the real sector of the economy
is described. Tools are proposed for the information economy, permitting the elimination of
current limitations and enabling the functions of institutions of innovative industrial development
in the conditions of considerable regional variation. Particular attention is paid to the potential
for electronic government in the industrial development of the economy.
