Decision support systems for risk management of investment projectsThe article deals with one of the types of advertising campaigns, namely, — ICB-broadcast (Interactive
Cell Broadcast, or «advertising sleeping screens») to convey to the subscribers of any information.
Content services in the telecommunications environment is a rather young field of service,
require thorough justification for funding of such projects. Existing approaches for comparative evaluation
of efficiency of investment projects in practice is not always applicable due to the uncertainty of
the input data, the external environment of the project requirements. In this paper we propose a new
approach based on the methods of the theory of decision making. As tools for the analytical justification
of the alternatives are used Decision support systems (DSS). In the process of scientific research
are identified, collected and structured data for later analysis of advertising campaigns. For optimal
storage of information after the broadcast are modified database «portal subscriptions». To identify
dependencies between cost, time and theme of promotion of the services and forecasting profit from
advertising companies are performed statistical data analysis. Variants of investment projects were
designed aimed at increasing the profits from advertising campaigns (ICB-broadcasting): «Development
of services with low interest»; «Supporting Organization popular services»; «The development
of media services»; «Conducting targeted advertising, targeted at different groups of users.» Using
publicly available DSS Expert Choice 11.5 and Expert decision support systems (EDSS), developed
under the guidance of the author, was selected the most effective and least risky project «Supporting
Organization popular services.» That this project has the minimum cost, minimum risk of failure
of the timing of the project management and profit that is closest predicted.

Decision support system «ELECTRE»
Problem statement: solutions analytical justification by using a decision support system (DSS) significantly
increases the quality of decisions. The existing DSS generally employs methods analytic hierarchy
process and analytical networks. It does not always lead to the desired results as each method is
based on certain assumptions and is not universal. The creation of the DSS, including ELECTRE collection
methods, will allow to obtain additional information about the relative importance of different
variants of the solution for the task. Methodological basis for the creation the DSS «ELECTRE»: the
family of ELECTRE methods, which include ELECTRE I, ELECTRE Iv, ELECTRE IS, ELECTRE
II, ELECTRE III and others. Their key feature consists in the fact that they do not use the convolution
operation of evaluation of the alternatives specified in different scales on different criteria. Results: developed
software of DSS «ELECTRE», allowing to use any of the methods of this family to select the
preferred alternatives based on multiple criteria and evaluations of their relative importance. Practical
relevance: unlike other developments, the research results allow to analytically justify solutions using
a variety of methods of collection in one software environment.

Planning business analysis in a company using methodology AgileBusiness analysis is fundamental to organizations seeking to maximize business value. The body
of knowledge on business analysis includes six areas of knowledge: planning and monitoring business
analysis; identifying requirements and working with stakeholders; requirements life cycle management;
strategic analysis; requirements analysis and design solutions; evaluation of the quality of
the decision. The goal of business analysis planning is to determine an effective approach to achieve
the objectives of the project. Agile business analysis applies flexible thinking to fundamental knowledge,
competencies and business analysis methods. The purpose of the study is to develop an approach
to business analysis planning in a specific company for making an innovative decision. The tasks are
formulated that are solved in planning a business analysis. The forecast and adaptive approaches to
business analysis, their features and differences are compared. Company N, which is considered in
the work, plans to engage in the leasing of standardized online store site management software to the
mainstream consumer and other web development services. It is assumed that the rented website will
be integrated with the business process automation system and an ERP tool such as warehouse management
with the ability to integrate with the 1C system and translation of the website into 5 languages.
Rental of software will be based on the SaaS model (“software as a service”). The services
provided by сompany N allow other companies to avoid the risks associated with investing in their
own website. Prior to the start of business analysis planning, the potential segment of the clientele is
determined with the need to rent the website, the advantages and disadvantages of the service for the
buyer. In this paper, only the following main tasks of business analysis planning are considered: identification
of stakeholders; planning ways to implement business analyst communications with stakeholders;
planning an approach to managing requirements using Agile methodology; business process
